Rockstar is actively trying to help out those who have felt the sting of online cheaters. Instead of simply banning these miscreants, they have concocted a fairly ingenious method of dealing with them.
Their plan for stopping this behavior, as outlined in this post on the Steam forums, is to simply force all of the cheaters to play against each other. Surely your cheating ways will be super fun when everyone is doing it, right?
Anyone found to have used hacked saves, modded games, or other exploits to gain an unfair advantage in Max Payne 3 Multiplayer, or to circumvent the leaderboards will be quarantined from all other players into a “Cheaters Pool”, where they’ll only be able to compete in multiplayer matches with other confirmed miscreants. In the event we decide to absolve any of these cheaters for their past transgressions they may re-enter play with the general public, however a second offense will result in their indefinite banishment. In either case, we will be removing invalid leaderboard entries to ensure that the players at the top of the charts have earned their spots fairly.
A cheater can be placed back into the regular pool of gamers with some sort of measure of good behavior, but it is really interesting that Rockstar is taking this approach to cheating. I do wonder, though, if these cheater-only games will spawn some sort of super cheaters who just really enjoy playing broken matches. Oh well, they can have their definition of fun, I guess.
